Project Element is an project designed by Robonik to create a fighting force of warriors with elemental powers. He wanted them with free will, so he kept them Mobian. The technology to give them said powers is available, but he wanted them under control, so he designed special boots and gauntlets for the Mobians to wear. The more rings one has on their boots and gauntlets, the more powerful they are.
