Okay, so recently I've gotten into computer art. Right now, as I write this, I'm trying to draw one of the characters in the Jezz of Time fiction.

There's one problem, the program I use is GIMP, and as far as I can tell, it doesn't have a tool for making circles, or even elipses. However, I mostly prefer this over Microsoft Paint because it allows for a transparent background, and I know for sure that it's transparent. Is there anything I can do about this? Is there a program out there that has the best of both worlds, as it were?
